Zhang Yunchuan, former minister in charge of the Commission of Science, Technology and Industry for National Defence, has been appointed party secretary of Hebei , replacing Bai Keming , Xinhua reported yesterday.

Mr Zhang, 61, a Zhejiang native, is well versed in regional administration, having worked in top positions in Jiangxi, Xinjiang and Hunan before being put in charge of weapons procurement.

Meanwhile, Ling Jihua, a former political secretary of President Hu Jintao, is expected to become director of the General Office of the Communist Party's Central Committee, Reuters quoted two sources as saying.

'It's a very important job,' one source said, and was an indication that Mr Hu was in a strong position.

Mr Ling is widely considered to be a protege of Mr Hu. Previous directors of the office were concurrently alternative members of the Politburo, including Premier Wen Jiabao and Vice-President Zeng Qinghong .
