Regina Ip's apology for her handling of Article 23 came after a series of controversial comments on the national security legislation

I am aware that I made mistakes in promoting that bill. I made remarks which might have been unnecessarily provocative. I wish to tender my sincere apologies to those who were disturbed

- while declaring her candidacy yesterday

Her previous comments on Article 23

Don't believe democracy will be a panacea. Adolf Hitler was returned by universal suffrage and he killed 7 million Jews

- during a City University forum on October 28, 2002

We cannot rule out the possibility that many citizens will join the march because of widespread promotion and mobilisation these days ... we also cannot rule out the possibility that some citizens may join it as a kind of activity because it's a holiday

- before the July 1, 2003 march against Article 23

I deeply regret that the legislative work to implement Article 23 of the Basic Law to protect national security has not been completed as scheduled

- while announcing her resignation on July 16, 2003

I don't see any need to apologise for promoting that legislative work ... I have nothing to add to my resignation statement in 2003

- while launching the Savantas Policy Institute on July 18 last year
