Tsang to visit Beijing next week

Chief Executive Donald Tsang Yam-kuen will brief state leaders on Hong Kong's development and his policy address during his duty visit to Beijing on Wednesday.

During the visit, from November 21 to 23, Mr Tsang will meet President Hu Jintao , Premier Wen Jiabao and the new Politburo Standing Committee member in charge of Hong Kong and Macau Affairs, Xi Jinping , according to a government source.

The source said Mr Tsang would outline his October policy address - detailing his five-year plan - to state leaders. Infrastructure development is a key Tsang theme which he believes will bring big economic benefits - possibly more than HK$100 billion annually.

The chief executive's duty visit comes earlier this year than normal. It is usually made at the end of the year. The government spokesman said the earlier visit falls in with state leaders' schedules.

After his Beijing stay, Mr Tsang will visit Guangzhou on November 23 and 24 for talks with Guangdong leaders.

Officials accompanying Mr Tsang to Beijing include Director of the Chief Executive's Office Norman Chan Tak-lam, Director of Information Services Betty Fung Ching Suk-yee, Private Secretary to the Chief Executive Kenneth Mak Ching Yu and Information Co-ordinator Andy Ho On-tat.

Chief Secretary Henry Tang Ying-yen will be the acting chief executive during Mr Tsang's absence.
