Smokers fined by bogus inspector

The Tobacco Control Office has expressed concern after reports of a man posing as one of its inspectors who fined elderly people for smoking in parks. Tuen Mun district councillor Chan Wan-sang said he had received three complaints from elderly people who were fined between HK$50 and HK$300 - instead of the standard HK$1,500 - by a man claiming to be a tobacco inspector. A tobacco office spokesman said its inspectors wore uniforms.
