Social services forum 'inactive'

A forum where the government is supposed to discuss with welfare agencies the planning and development of social services has been inactive for more than two years, according to petitions to legislators from welfare workers.

They say the Home Affairs Bureau - which announced the establishment of the community development forum in 2005 - has not replied to requests for a meeting.

Although meetings were to have been held every three months, one has not been held since March 2006.

In a submission to the Legislative Council welfare services panel, the Hong Kong Council of Social Service said it wrote to the bureau in February last year and March this year, but received no reply.

'The social problems and needs have been ever-changing. There is a need for the authorities to work with the sector to follow up the overall planning and management of resources,' the submission said.

A separate submission by a joint concern group also expressed regret and disappointment, and criticised the government for going back on its word.

Panel members are expected to discuss the issue at today's meeting.
