Third top leader to visit Russia

State Councillor Dai Bingguo is to go to Russia today on an official three-day visit at the invitation of Russian Security Council Secretary Nikolai Patrushev, the Foreign Ministry announced yesterday. Mr Dai will be the third top mainland leader to visit Russia in less than two weeks. Last week, Premier Wen Jiabao visited Moscow and signed an agreement on a pipeline for Russia to supply oil from Siberia to the mainland. Mr Wen preceded the visit by State Councillor Liu Yandong .
