THE new Hong Kong Stadium will be overseen by an Urban Council board of governors which acts as the overall authority. Its responsibilities cover: Budgets and the annual operating plans; Approval of the appointment of the chief executive officer or general manager and other senior managers as well as their terms of employment; Approval of major contracts, including catering and concessions; The setting of policies on pricing and discounts; The setting of policies on advertising (no permanent advertising of tobacco or alcoholic beverages); Approval of institution of legal actions; Hiring/booking of the stadium, including use of the stadium by the council and for community events; Intellectual property pertaining to the council and stadium; Non-recurrent maintenance and repairs; and Periodic reviews of the manager's performance.
