Panel to enrich public areas proposed

Secretary for Development Carrie Lam Cheng Yuet-gnor is considering setting up a design committee under the Town Planning Board to improve the quality of the city's open space.

Mrs Lam told lawmakers of her idea yesterday in a Legco meeting discussing management of public open space.

Patrick Lau Sau-shing, who represents architects in Legco, urged the government to focus on the quality of open space instead of quantity.

Wong Kam-sing, chairman of the Institute of Architects' public affairs committee, urged the bureau to improve urban design and consider linking green spaces to form corridors. This echoed a proposal by architect Rocco Yim Sen-kee earlier that a green network be formed by connecting Hong Kong Park, the Zoological and Botanical Gardens and Victoria Park.

In response to Professor Lau, Mrs Lam said a design committee could be formed under the Town Planning Board to ensure public open space was well-designed.

'We will talk about the design after drawing up the management guidelines for public open space,' she said.
