Tin Shui Wai, known as the 'city of sadness' after a series of family tragedies, has recorded an average of one or two cases of sexual intercourse with under-age girls each week, according to a police source. In one case, the offence involved a girl of 11.

The source recalled that two brothers aged 11 and 12 had been arrested in the district after having sex with a girl in the back of a parked truck on her 12th birthday.

On Thursday night, a 13-year-old girl was taken by her aunt to Tin Shui Wai police station after she claimed she had sex with her boyfriend. Police are looking for the boy.

The source said illegal sex did not involve just badly behaved or problem teenagers, but also socially insecure girls with few friends. 'In some cases, girls started dating their boyfriends after meeting on the internet. They had consensual sex when they went out and met. This is becoming common. Some become fearful after sex and seek help from social workers in school or friends, but only a few tell their parents.'

The source said the problem was the result of the open attitude and curiosity about sex among the current generation of teenagers. 'Parents should have a better understanding of the lives of their children and know what their children do and where they go after school,' the source said.

It is unclear whether Tin Shui Wai had the highest rate of unlawful sexual intercourse with under-age girls. The source said there were a lot of such cases and police recorded one or two cases a week in the district.

Two weeks ago, Tin Shui Wai police held a meeting with secondary school principals to talk about juvenile problems in the district and the provision of advice to students on how not to become a victim.
