How come our best actress prize (at the Hong Kong Film Awards) always go to mainland actresses?

Maybe it is because we have too many exceptional male actors who are really good and superstars here in Hong Kong. When we do co-productions, there are certain quotas. If we use a Hong Kong actor in the lead, then the female co-star will need to be a mainland star. Perhaps that's why mainland actresses seem to have better chances than their Hong Kong counterparts. So I would say it's because our male stars are too good.
