Fixed penalty 'too much for the poor'

Lawmaker Wong Ting-kwong has suggested that welfare recipients who break smoking laws be given community service orders instead of the HK$1,500 fixed penalty. But the government rejected the suggestion, saying such orders were only used as an alternative to prison.
