Plan to neuter strays divides councils

Seven of 18 district councils objected to animal welfare groups' proposal for a pilot programme to neuter stray dogs, Secretary for Food and Health York Chow Yat-ngok said in Legco yesterday. Half of the district councils, however, supported the project during a consultation exercise. Dr Chow said welfare organisations were examining the legal implications and other details with the Agriculture, Fisheries and Conservation Department.
