A draft bill for a ban on idling engines is expected to be scrutinised in the Legislative Council by the end of this year, the environment minister said. Edward Yau Tang-wah told lawmakers in a written submission yesterday that the government had extended the scope of exemptions for public and commercial vehicles, but that officials did not agree on waiving the ban during hot weather.
