Elderly people cannot use health vouchers in 30 per cent of clinics in Tuen Mun that have enrolled in the scheme, a Democratic Party survey has found. The party called 231 participating clinics, where patients over 70 should be able to use five HK$50 electronic vouchers to pay for health services. Seventy said the programme was not in place, citing a lack of resources.
