 The No 1 storm signal was issued at 10.15pm last night as Severe Tropical Storm Ketsana, which devastated Manila, drew closer to the city. The Observatory said it was unlikely the No 3 signal would be issued but winds would strengthen gradually during the day. The storm was forecast to move westwards towards Vietnam.
