Hong Kong, Macau and Guangdong should position themselves as world-class hubs for finance, tourism and manufacturing, respectively, a government-commissioned study says.

Planners from the three regions met in Macau yesterday to unveil the results of the Planning Study on the Co-ordinated Development of the Greater Pearl River Delta Townships, conducted by Peking University and the Guangdong Urban and Regional Planning and Design Institute.

The study, which took three years, was hailed as the first strategic planning study jointly undertaken by the three governments. It was aimed at formulating a regional development strategy under the 'one country, two systems' framework.

'The three metropolitan areas led by Hong Kong, Macau and Guangzhou should join hands to face international competition,' said Li Guicai, deputy director of Peking University's Shenzhen Graduate School.

The study suggests Hong Kong further enhance its position as an international metropolis, and develop into one of the world's most important centres for modern service industries and a global city with quality living standards.

It says Guangdong should be developed into a world-class base for advanced manufacturing and modern service industries, while Macau should become the world's most attractive tourism and recreation centre.

The three should work together towards the plan, the study says.
