Design The space should be open-air, visible and preferably at ground level, and 30 to 50 per cent of it should have green coverage.
Permitted activities: walking, relaxation exercises and temporary stays. Managers should also encourage non-commercial exhibitions and activities related to festivals, civic education, arts and culture, charitable events and one-off events. Profit-making activities such as cafes and other food services should be limited to 10 per cent of the area and should not be allowed on developments that received 'bonus gross floor area' from the government.
Opening hours Passage for 24 hours a day unless an exemption is granted for security reasons or public safety at night. Minimum hours for public access should be dawn to dusk.
Public engagement A management body comprising public members can be set up by private developers to ensure the rules of management are acceptable to the public.
