Woman teacher charged over sex assault of girl, 13, and child porn

A female teacher has been charged with molesting a teenage girl and possessing child pornography.

Yvonne Chiang Ka-yin, 29, appeared in Kowloon City Court yesterday charged with four counts of indecent assault between March 2008, when the girl was 13, to December last year.

The teacher was also accused of possessing child pornography at her Mong Kok and Hung Hom flats.

Chiang is expected to enter a plea in the District Court on March 23.

She was released on bail.

Meanwhile, an anti-child abuse group has called on the government to make a proposed register of sex offenders accessible to the public.

The End Child Sexual Abuse Foundation was responding to the Law Reform Commission's February 2 report about setting up a scheme to allow employers to check if staff have a record of child sexual abuse.

The foundation said the government should publicise such a register to protect children and ensure that parents were fully informed.

'It's the responsibility of society to protect children and youngsters and the government should assume a leading role in protecting them,' the foundation said.

'We should have zero tolerance of sex crimes.'

The Law Reform Commission made it clear in its report that it 'does not favour the introduction of a register of sex offenders to which the general public has access, along the lines of those found in US jurisdictions'.

Under the proposed scheme, employers of people undertaking child-related work would be able to check their employees' criminal records for sexual offences.

The check would reveal only convictions for a specified list of sexual offences.

The foundation disagreed with the commission's recommendation that the check be implemented in stages, with only prospective employees covered in the initial phase.
