Three elderly people who spend most of their time on the mainland applied for the old age allowance from the Social Welfare Department yesterday in a challenge to a law that requires people to spend at least 90 days a year in the city before they are eligible. Last week the Court of First Instance struck down a requirement that welfare applicants must have lived continuously in the city for a year. The department said the court's ruling applied only to dole applicants.
