Tsang signs constitutional reform package

Chief Executive Donald Tsang Yam-kuen has signed the constitutional reform proposal, completing the last step of the official process before Beijing formally approves the package. Tsang gave his consent to the draft amendments, passed in the legislature last week, to Annexes I and II of the Basic Law concerning the methods for selecting the chief executive and forming the Legislative Council in 2012. The documents will be submitted to the Standing Committee of the National People's Congress. The reforms will take effect once the committee approves those changes related to the chief executive selection and takes records of those on legislature formation. Tsang said the endorsements marked a milestone in the development of democracy in Hong Kong. 'Signing looks simple, but it represents the long-term collective efforts of society for democratisation,' he said.
