A judicial review application by a woman suspected of being involved in a prostitution and human-trafficking case linked to Canada, who challenged police about not issuing a certificate of no conviction to her, was rejected. Lau Siu-ching said she had a right to emigrate by law, and police should issue a certificate. The Court of First Instance said if a certificate were issued it would be misleading as Lau was wanted in connection with a case.
