'In the context of the Civil Justice Reform [which began in April last year], I have already expressed my disappointment that many members of the legal profession are still unaware of their responsibilities under the new culture. Some even use the new rules as new tools to embark on tactical games: these days, I believe, are severely limited.'

'It is important for courts to drive home the message that there may sometimes be extremely grave consequences flowing from acts of dangerous driving and it is therefore necessary to have in mind a deterrent effect when sentencing in many cases involving dangerous driving ... A motor vehicle, many may often forget, when not driven to requisite standards, can kill or maim.'

'The courts in Hong Kong are duty-bound to enforce and interpret the Basic Law so that if any legislation infringes the Basic Law (or the Bill of Rights), that law must be held invalid. This is all the more so where fundamental rights are involved and even more acute if a risk exists of a wrong prosecution ... Put bluntly, if a law is unconstitutional, the sooner this is discovered, the better.'
