If no private hospitals join the proposed medical insurance scheme, the Hospital Authority will step in and offer medical services similar to private ones, according to Secretary for Food and Health Dr York Chow Yat-ngok. But he said this was unlikely as private hospitals were interested in the scheme and preferred the government did not provide such services. Chow also said the turnover rate for doctors in the service, now at 6 per cent, was on the rise. More doctors will be trained to meet demand, with 320 fresh graduates in 2013, up from 250 this year.
