Safety net inadequate, half in survey say

More than half of residents believe that social welfare does not cover basic needs, a survey by the Liberal Party has found. Of the 1,115 people aged 18 or older interviewed by phone, 51.5 per cent said the safety net was insufficient to meet the basic needs of people like the elderly and new arrivals from the mainland. Of these, 90 per cent said an extra HK$500 a month should be given to over-65s who pass a means test.
