The Legislative Council's panel on information technology and broadcasting yesterday urged RTHK to give contract staff priority when filling 80 civil servant vacancies. Permanent Secretary for Commerce and Economic Development Elizabeth Tse Man-yee said contract staff would be allowed to apply for posts through an 'open and transparent recruitment process'.
