SCUFFLES broke out when trade union representatives tried to enter the Xinhua (the New China News Agency) headquarters in Happy Valley to deliver a petition calling for better worker safety in China.

A cordon of seven police officers, backed up by six security men inside the building, stopped about six unionists. The petition was eventually pushed through a gap between the locked entrance doors.
