DISTRICT Board members seized a rare chance to give the ICAC an earful of complaints yesterday - only to find they were taking out their ire on the wrong body.

Board members were voicing their gripes to the ICAC Review Committee, an independent body that scrutinises the ICAC and reviews its powers.

''They seemed to confuse us with the ICAC itself,'' said Review Committee chairman Dr Helmut Sohmen.

Committee members Attorney-General Jeremy Mathews and legislator Jimmy McGregor blinked in perplexed silence as district board members politely listed instances where ''they'', the ICAC, had erred.

Sha Tin representative Mr Lam Kai said the ICAC had to overcome a slightly sinister image. The general feeling was that the ICAC enjoyed too much power.

Southern representative Yeung Chui-chun told committee members ''they'' had to use greater sensitivity.

Dr Sohmen was moved to remind the district board members he did not represent the ICAC.
