Reforms scheme begins in districts

MORE ministries and local governments have instituted plans to establish a civil servants system and reform has been linked with Beijing's anti-corruption campaign, Xinhua (the New China News Agency) reported yesterday.

The agency said 39 ministries had begun to implement the reform plan and 12 had started to assign specific jobs for individual positions and design organisation structures according to the civil servants scheme.

Xinhua added that the reform had been tied to Beijing's ''build-a-honest-government'' campaign and various bureaus and departments had reorganised their structure in response.

On a local level, 21 provinces and special administered cities had formulated reform plans. The central China province Shaanxi had moved from a cadre system to the civil servant system, the agency said.

More than five million cadres have attended familiarisation courses.
