US Consulate charge unfair

VISA applications at the US Consulate used to be free of charge, until this June, when the sum of $160 was imposed for each application, whether or not it was successful.

Earlier this month, I waited in the famous long and slow-moving queue leading to the consulate, in the hope of obtaining a visa so that I could make a tour of North America. However, my application was turned down, and to my absolute disbelief and dismay, I was informed that my earlier payment of $160 would not be refunded to me. My money, as well as my day off, were wasted.

I would like the US Consulate to clarify this state of affairs.

Why is each applicant charged $160 for making an application? Surely this sum should only be charged to those people whose visa application is successful? NAME AND ADDRESS SUPPLIED
