Wrong about election bar

I REFER to Mr David Chu's letter which was published in the South China Morning Post, on September 14. Mr Chu and I, not surprisingly, hold different views about China's legal system.

However, I am obliged to point out, for the record, an error of fact in his letter. Mr Chu seems to assume that Mr Lau Shan-ching was disqualified as a candidate because of his conviction. This is not the case.

The reason given by the returning officer was that he had not been ordinarily resident in Hong Kong for the 10 years immediately preceding the date of nomination.

Further, the Hong Kong Court has made no ruling as yet on the correctness or otherwise of the returning officer's decision to disqualify Mr Lau.
