TIGHTER guidelines are to be proposed for legislators' claims for monthly expenses.

Director of Audit, Brian Jenney, will make the suggestion in a quarterly report to be released this week.

The report criticises legislators for not strictly following the existing guidelines when making claims for expenses.

Mr Jenney began scrutinising legislators' expenditure after revelations that appointed legislator Timothy Ha Wing-ho had claimed for an electronic Bible and camera lenses.

The report said money claimed was not as carefully accounted for as it should have been.

In some cases, it was impossible for the Government to check the claims and it had to take them on trust.

The document also noted that among the claims made between May 1993 and March this year, the reimbursement made did not relate to the payments.

There were also inconsistent claims for shared offices and unspecified details of staff payments.

The report did not accuse legislators of wrongdoing, but suggested more specific guidelines be used to prevent abuse.

The councillors receive $73,000 in allowances each month.
