Adviser says Legco is like rowdy classroom

A political adviser to Beijing rounded on the Legislative Council president last night for allowing what he called the 'misconduct' of some legislators, such as the throwing of toy bananas at officials during meetings.

Charles Ho Tsu-kwok, a standing committee member of the Chinese People's Political Consultative Conference, also accused some retired officials of making noisy criticism against the administration after leaving the government.

Ho, who is chairman of the Sing Tao group, surprised guests with his critical speech during an award presentation organised by his newspaper group in Wan Chai last night.

He highlighted radical protests by some legislators in meetings where they threw objects such as toy bananas and plastic bottles.

He likened them to undisciplined schoolchildren and blamed the 'teacher' for failing to control them.

'The president has not managed his students properly,' he said. 'The president [Tsang Yok-sing] today has not done the job well, and the former president [Rita Fan Hsu Lai-tai] had not done it well either.'

He also hit out at some retired officials. 'Now they have nothing to do but write columns in newspapers to criticise the government,' Ho said.

'Why did they not express their views when they were in the government?' Legco president Tsang Yok-sing could not be reached for comment last night.
