The government raised the outbound travel alert for conflict-plagued Syria from red to black, the highest level in its three-tier alert system. Hongkongers were advised to avoid all travel the Middle Eastern country. Those already in Syria were urged to tend to their own safety, and recommended to avoid protests and large gatherings. The Immigration Department's hotline (852) 1868 was available to provide assistance to anyone in need.
