Dogs should be neutered
IS there a Department of Morons in the Agriculture and Fisheries Department (AFD)? Does anyone really believe that destroying healthy dogs with homes to go to will help control the stray dog population? Surely this sort of heavy-handed approach will make people even less likely to hand over animals to the Royal Society for the Prevention of Cruelty to Animals (RSPCA), leaving them on the streets just to give them a chance.
There is no doubt that there is a stray dog problem in Hong Kong, but anyone with any sense at all would realise that the way to combat this is by neutering all dogs, male and female, who are not expressly kept for breeding.
If the AFD is happy to enforce ridiculous laws, then why do they have so much trouble bringing in rules that would actually have an effect without causing suffering? Building sites are the first places that should be targeted, as they must be one of the main sources of unwanted litters round the territory.
I, for one, will not be taking any strays to the RSPCA, and will continue to feed and care for the ones that I find, irrespective of the law.
