The special stamp duty, which punishes the short-term resale of property, has generated more debate. Financial Secretary John Tsang Chun-wan said the duty could come under review if external economic conditions get worse, while Transport and Housing Secretary Eva Cheng Yu-wah also voiced the possibility of a review. Chief Executive Donald Tsang Yam-kuen, however, quashed suggestions about an end to the duty. According to Centaline Property, prices could fall if the duty remains in place.
