Should the HK government open the gates for more foreign nationals to obtain Chinese citizenship?

Hong Kong's Chinese nationality scheme is increasingly coming under criticism for its rigidity and perceived discrimination against certain ethnic or income groups. Should Hong Kong favor only the rich, famous and powerful foreign nationals while granting the coveted Chinese Hong Kong citizenship? Or should Hong Kong be more open and embracing, to all those who are Hong Kong-born, or have lived here for many years and have strong roots here?
