The Commission on Strategic Development meets to discuss Hong Kong's role in the mainland's next five-year plan, which runs from 2016 to 2020. Hong Kong is expected to play a role in implementing the plan, as it is doing with the current 12th plan. Hong Kong officials have been pressing for greater integration with the mainland, in particular with the neighbouring Pearl River Delta region. Chief Executive Leung Chun-ying chairs the commission meeting.
The Federation of Trade Unions holds a press conference to announce the results of a survey on the hiring by the government of contract staff, as well as the outsourcing of work. Unionists have been concerned for several years about the government practice of hiring non-civil-service staff and employing outside companies to perform tasks which previously were carried out by civil servants.
