These polls have a long-standing tradition of asking the wrong question. Today, you shouldn't be asking "will" the Hong Kong government hand over Snowden, but "should" they. Otherwise you are merely polling your readership's resigned understanding of how the local government works, rather than giving them a voice to express a real opinion.
