NEW DELHI - India's veteran Foreign Minister S.M. Krishna announced his resignation in a move that clears the way for a long-awaited reshuffle of Prime Minister Manmohan Singh's beleaguered government. Krishna, 80, said he wanted to make way for a younger generation while a senior member of the main ruling Congress party said he would be playing a leading role in an upcoming election campaign in his traditional fiefdom of Karnataka. Reports have said Singh is on the verge of shuffling his ministerial team, with Rahul Gandhi, son of the slain prime minister Rajiv Gandhi, tipped to be given a cabinet seat. AFP
 

MANILA - A tropical storm left at least eight people dead and nine missing in the Philippines before heading towards Vietnam and southern China. Civil Defence chief Benito Ramos said the fatalities included an 88-year-old woman who died of hypothermia and 77-year-old man hit by a falling tree, both in the central Philippines. His agency reported three drowned in separate incidents, two children killed by a falling tree and a girl buried in a landslide. More than 30,000 people stranded at seaports and airports were expected to resume their journeys after storm warnings were lifted and floodwaters began subsiding. AP
