Police said the three self-confessed gun enthusiasts had been arrested on suspicion of illegal possession of weapons and endangering public safety in the nation's capital.
Witnesses and victims called Beijing police on Friday evening to report the bullet attacks, which they said came from a moving black Mercedes-Benz SUV.
One victim said he was in pain after being hit by what he thought was a stone. He was shocked to discover it was a "bullet".
Police stopped the car at about 9:45pm near downtown Xidan and found nine replica guns, four of which were capable of firing bullets that could kill, the reports said.
Replica guns are available at online store Taobao for less than 100 yuan each. Most adverts say the guns aren’t designed to shoot bullets.
