China intends to keep a much tighter watch on military funds to ensure more efficient spending, state media reported yesterday.

Under a new "results-based management system" due to be up and running by 2020, individuals and military units would be held accountable for inefficiencies, Xinhua said.

Military analysts said the new system was designed to eradicate waste, fraud, abuse and other misuse of the military budget.

The decision comes after China announced in March that it planned to spend 808 billion yuan (HK$1 trillion) on the PLA this year, up 12.2 per cent from 2013.

A statement approved by the Central Military Commission and released yesterday said the management system would be tested this year at PLA headquarters and military area commands, and cover five spending areas including training simulators and military hospitals.

The scheme would become universal by 2020, it added.

General Zhao Keshi , head of the PLA General Logistics Department, told Xinhua that the new approach was a response to President Xi Jinping's order to improve the military's combat strength by standardising budgets.
