New | Guangzhou government under fire over tightened enforcement of residency rules

The Guangzhou government has come under fire for its insistence on stepping up enforcement of its tight residency regulations.

Under the existing regulations any person, local or foreign, with no permanent residence in Guangzhou must register their temporary address with city authorities within 72 hours of arrival.

The registration rule, however, has rarely been strictly enforced, especially considering the city’s itinerant population, according the Nanfang Daily, is 8.6 million.

All new arrivals who intend to lodge in the city, as well as those who host them, should register with the local sub-district office within three days of arriving at that home, the city administration bureau announced on its website.

New arrivals must present their ID cards or foreign passports and visas, while their hosts must provide proof of property ownership as well as their permanent household certificates.

Employers of non-native residents of the city must also ensure their workers have registered their temporary residence in the city.
