The administration of Chief Executive Leung Chun-ying was too aggressive in pushing its policies, industrial sector lawmaker Lam Tai-fai said yesterday. Citing the proposed old-age allowance as an example, Lam told a TVB programme: "Making a concession would not be a cowardly act. In contrast, it can show that the government adapts to changes in society when needed." His remarks came as lawmakers are divided over whether to support the government's funding request for the scheme, with many opposing the requirement that applicants pass a means test to be entitled to the allowance.

A 53-year-old man was arrested in Tsuen Wan after threatening a 33-year-old woman with what appeared to be firearm and robbing her. The man approached the woman on Sha Tsui Road at about 11.20am claiming to be a police officer and showing a "revolver". As the woman was removing her identity card from her wallet, the man grabbed HK$100 and fled. The victim gave chase, and police later caught the alleged thief. Police said the weapon was a revolver-shaped cigarette lighter.
