Hongkongers appeal to US over baby formula shortage

Hongkongers are appealing for help from US President Barack Obama as infant formula supplies continue to run low despite the government having pledged to guarantee supply.

A petition, entitled "Baby hunger outbreak in Hong Kong, international aid requested", was created on Tuesday on the White House website's "We the People" section. There, individuals can create and sign petitions to request action by the US federal government. 

"Local parents in Hong Kong can hardly buy baby formula milk powder in drugstores and supermarkets, as smugglers from mainland China storm to this tiny city to buy milk powder and resell it for huge profits in China," it reads. "We request international support and assistance as babies in Hong Kong will face malnutrition very soon."

A minimum 100,000 signatures are necessary before a February 28 deadline to trigger a response from the White House. The appeal comes just days ahead of an expected government announcement of measures to deal with the shortage.

Speaking on RTHK yesterday, Secretary for Food and Health Dr Ko Wing-man said the government was studying the feasibility of making baby formula a reserved commodity like rice. That would curb trading by mainlanders, who are blamed for the shortage and inflated prices.

"In two or three days, the government may be able to announce some new measures. We are now discussing the details," Ko said.

Executive councillor Regina Ip Lau Suk-yee, who proposed the measure, has also suggested that each traveller be allowed to carry at most two cans of formula out of the city. Ko said in case of a quota, an exemption would be made for local parents.

Many pharmacies in the New Territories were sold out of formula yesterday, with government announcements having aggravated the usual rush of mainland shoppers ahead of the Lunar New Year.

Most stores in Sheung Shui appeared to be out of stock. But outside one branch of Watsons, a mainland woman and her son packed 40 tins of formula into bags and suitcases to take home.

"My children are grown, but I give these as gifts to family members for the New Year," she said. "I bought some extra when I heard the government was thinking of restricting purchases."

More mothers here should breastfeed and then use cow's milk. I feel so sorry for all the poor toddlers being given appalling chemically produced formula when they are over 2! The adverts indicating better scores if you drink this muck should be banned. Such a ridiculous waste of money too.

HK mothers should maybe stick the "old fashioned" method of feeding babies! In any case doctors say it is healthier for the babies.

Hi, guy it is not the point (whether good or bad of taking milk formula ) we have to face is that how those parallel traders ruin our daily commodities and local services .

Hi ambmbennyyeung, I think what stonecrest is trying to say is that milk formula shouldn't be seen as a 'critical commodity'. There are many ways of satisfying a baby's nutritional needs. It seems hysterical to suggest that vast numbers of babies will become malnourished because there is a shortage of formula.

Good point! American gov't should start arming HKers so they can protect powder supplies themselves since they cannot count on the useless SAR gov't!!

All these legco or civil servants are pure academic and never worked to make a dollar in their whole like I presume. To suggested a 20% deposit system but these small shops has limited supplies and their biz objectives was to make more money, so why would they sell at lower price to local babies? Pls think!
Regina Ip also an old civil servant can't think out of the box. Making that as strategic commodities are just not efficient as taking time and admin effort to police it at the boarder.
Very simple solution as win win. Ensure local babies get the powder but following something like Macau or distributing thru manufacturers or wholesalers with a transparent mkt price with beefed up web and hotline infrastructure or via major supermarkets. Once supplies are ok for locals, Let the local small shops to keep ripping off the parallel traders as much as they like. Simple. Win win.

HK Government is totally useless. Even you goto Paris u need to passport to buy things from LV with limit per person. Macau is doing it. But HK being arrogant and so called "free economy" but we are not as we are dictated all the time. Why don't we just follow Macau? Why don't we ask or help the milk power company to beef up their web site and hot line etc to help the local mom? It is a simple technology.
The other possibility is government setting up hotline and website to take the order and becoming a distributor. Or ask the big chain store supermarkets, sorry to give money to the big guys, to do online distribution etc as they can promise a more transparent pricing vs the little stores.
Forget about this free economy theory, were we're not in day one! Just act!

The key is to ensure adequate supplies to local babies. And we don't care how much the shops to charge the parallel traders.
