Carrie Lam promotes Hong Kong industry to Qianhai in Beijing

Hong Kong firms from the legal, financial and construction sectors hope to capitalise on business opportunities created by the Qianhai experimental zone, Chief Secretary Carrie Lam Cheng Yuet-ngor says in Beijing.

Lam was leading a delegation attending the second meeting of an inter-ministries conference on the development of Shenzhen's Qianhai area, chaired by the National Development and Reform Commission. It is the first time Hong Kong officials have taken part in the meeting.

"Qianhai is designated as a Shenzhen-Hong Kong co-operative service industry zone, and Hong Kong is willing to [engage] actively in the development of Qianhai," Lam said yesterday.

She pledged to express the interests of Hong Kong's construction and engineering sectors, which were keen on taking part in property development in Qianhai.

"Our professionals in these sectors hope to provide services to enterprises in Qianhai."

The city's financial sector could also seek opportunities in Qianhai, which would become a pilot zone for financial innovation businesses, she said. In July last year, the State Council said it would support pilot projects in financial reforms and innovation in the area.

Lam also suggested that mainland authorities should lower the threshold for Hong Kong companies setting up branches and starting financial businesses in Qianhai. Similarly, she suggested reducing the cap on Hong Kong firms being stakeholders in joint ventures with mainland partners.

"Experts from the legal sector hope to become partners [of law firms] in Qianhai and other cities in Guangdong province," Lam said, adding that the city had experience in providing arbitration services.

"We hope enterprises in Qianhai will choose Hong Kong as a venue for arbitration."
