At a Legislative Council environmental affairs panel meeting on Monday, lawmakers passed a non-binding motion opposing the planned landfill expansion.
Civic Party’s Ronny Tong Ka-wah said residents had endured unpleasant smells from the existing landfill for years. He asked officials to rethink the project.
Chan Yuen-han, from the Federation of Trade Unions, urged the government to withdraw the plan.
Secretary for the Environment Wong Kam-sing replied that the expanded landfill would only be for construction waste, as a way to reduce odours.
Wong on Saturday said the city would be swamped by rubbish if three landfills, including the Tseung Kwan O one, were not expanded.
Some 20 residents from Tseung Kwan O protested outside Legco, calling on the government to abandon the proposal.
