Leung Chun-ying

Leung Chun-ying, also known as CY Leung, is the chief executive of Hong Kong. He was born in 1954 and assumed office on July 1, 2012. During the controversial 2012 chief executive election, underdog Leung unexpectedly beat Henry Tang, the early favourite to win, after Tang was discredited in a scandal over an illegal structure at his home.

Chief executive insists officers were provoked as he addresses public forum, and also says Exco members who quit deserve apologies

Chief Executive Leung Chun-ying defended the police and hit back at critics of his administration yesterday at a meeting in Tin Shui Wai, the new town known as the "City of Sadness".

He also took the opportunity to attack the pan-democrats' filibustering in Legco.

Leung started his speech by expressing support for the police handling of the melee in Mong Kok on August 4, when groups clashed over teacher Alpais Lam Wai-sze's verbal attack on officers the previous month.

"We could not tolerate the small group of people who used the opportunity … to express their personal dissatisfaction with our police force," he said.

In a rare move, he also announced he had ordered the education chief to submit a report on the Lam case.

Leung said: "I stress that the police force who carried out their duty to defend public order was fair, neutral, unbiased and acting in accordance with the law.

"As we can see on internet videos, there were protesters there who provoked the police in different ways … The Hong Kong police exercised forbearance, while enforcing the law."

Leung reiterated that former Executive Council members Franklin Lam Fan-keung and Barry Cheung Chun-yuen deserved apologies from the people that reported them to the Independent Commission Against Corruption over possible conflicts of interest.

Lam, who was accused of profiting from inside information by selling two flats ahead of the introduction of new stamp duties, resigned this month, hours after the Department of Justice said it had insufficient evidence to prosecute him.

The ICAC also said it would not follow up on the Cheung case without further evidence.

He quit all his public posts in May when his failed Hong Kong Mercantile Exchange came under criminal investigation, which is ongoing.

Leung said: "After the ICAC cleared Lam, not one person - including those who reported him or the political parties who stirred up the incident - said sorry to Lam, publicly or privately.

"The people who reported Cheung, too, did not apologise to him."

Leung stressed that the ICAC should not be used as "a political tool" and pointed out the government had now reviewed its conflict-of-interest guidelines for ministers.

The Democratic Party's chief executive, Lam Cheuk-ting, a former anti-graft investigator, said Leung's call to apologise was an "outrageous joke".

He said that the chief executive should not put pressure on ICAC or deter the public from reporting any suspicious case to the graft-buster.

The evil media such as Apple daily is financial supported by western countries! Always fake lots of news to mess up the public! Asking such media to apologize is out of the question. Such media in line with the dirty tactics of pan democrat, HK has no future! Pan democrat keep swearing at the government without providing concrete suggestion. I am just a hker who want a stable society, but not a society that fills with crab and shxt! Again, CY really did a great thing, attack and counter attack, unveil the evil plot of Apple daily and pan democrat!

The evil media? Financial support from Western countries? My goodness, where do you get this rubbish from?

Perhaps you should look into what inspired Jimmy Lai, the founder and chairman of Next Media (Apple Daily's publisher) to found a pro-democracy newspaper. It was the massacre-that-happened-on-June-the-fourth-but-that-shall-not-be-named-on-the-mainland.

Also, Next Media is a publicly listed company that publishes annual report with transparency on its ownership and its finances. You can download them, and when you find the money flows from the evil Western countries, then you let us know okay.

Apple Daily (which disclosed Chan Mo-po's conflict of interests and also Mr.Ho Kin-chung's family land in Kwu Tung North) is an evil media ? How about Man Wui Po and Tai Kung Pao (both are mouthpieces of the CCP but very poor circullation rate in Hong Kong ) ? Are these two newspapers also evil media as described by you ? The tactics used by the pan-democrats in town are dirty ? How about the tactics used by the pro-establishment elements ? Are they filty too ? I wonder. You are very biased in your comments ! Silent is the night: Have you heard of market driven journalism? Apple Daily is purely market driven and serving as an advocacy for the pan-democrats. It is used as a channel to transmit the messages from pan-democrat parties to the public and a tool to brainwash the readers. Ok if you say Wen Wei Pao / Tai Kung Po are the mouthpiece of the CCP, it's fine coz somehow it's adopting a more pro-China stance to write news. However, do compare the word choice Apple Daily is using every day with the rest of other newspapers, including HK Economic Times, Oriental Daily, Sing Tao and some others. You'll find that Apple Daily is trying every way to attack the HKSAR government with all UNGROUNDED evidence and sources of info -- the source is always unknown, and even the academics they invited to speak / to quote are people who support the pan-democrats!! More, AD is faking stories. The journalists shouldn't be called 'journalists' but fiction writers, I suppose.

Wow! Apple Daily supported by Western countries but the venerable Washington Post had to be sold to Amazon's Jeff Bezos, and I'm sure WaPo produced a lot more compelling investigative journalism than AD could ever hope to!
So what is non "evil" media? Anything associated with propping up the CCP in Beijing like "China Daily" or "Global Times"?

Count how many times Apple Daily has been accused of misreporting stories and making up fake stories in town and received penalties, paying millons of dollars in the court! AD has been notoriously faking stories, messing up the news, the city and brainwashing their readers' minds with their biased words and stance. There has been research report analyzing how Apple Daily mobilizes the public to go on the 1 July March and it's AD that split the society!! Compare it with the HK Economic Times (if you read Chinese) and you'll see HKET uses a more neutral tone and word choice, balancing the two stances from several parties without reporter's personal judgment / interpretations. AD is obviously an advocacy for the anti-government parties or a tool for propaganda. If you still don't believe in what I said you may have been brainwashed by AD. Sad....
