Paul Chan Mo-po

Paul Chan Mo-po is Hong Kong's Secretary for Development. An accountant and the former President of the Hong Kong Institute of Certified Public Accountants (HKICPA), he was appointed by Chief Executive Leung Chun-ying after the resignation of Mak Chai-kwong following a housing allowance scandal. In July 2013, Chan was accused of a conflict of interest when it was revealed that he or his family had an interest in a plot of land in the New Territories that the government had plans to develop.

Bid to investigate development chief Paul Chan voted down by Legco

Pan-democrat legislators have failed in their bid to invoke special powers to investigate development minister Paul Chan Mo-po over a conflict of interest row involving a farmland owned by his family.

The motion to invoke the special powers was voted down 26 to 37 by members of the Legislative Council house committee on Friday afternoon. Those opposing the motion were mostly from the pro-government camp. Two legislators abstained.

Dr Kwok Ka-ki of the Civic Party, who raised the motion, had wanted to invoke special powers under Legco's Powers and Privileges Ordinance to appoint a select committee to investigate the matter.

Kwok said at Friday’s meeting Chan had failed to disclose key details related to the land in his earlier explanations and there was a need to find out the truth.

In July, Chan’s family was found to own an interest in 18,000 square feet of farmland in Kwu Tong North just as his bureau was drawing up a massive new town project that included the land. The new project will substantially increase the value of the land in the area.

Chan then explained that when he knew of the new town plan, he informed Chief Executive Leung Chun-ying about his wife’s interest in the land. Shortly thereafter she sold her interest in the land to her brother.

Later, as pressure was mounting for Chan to step down, Chan's wife’s brother said he would to sell his interest in the land through open tender .

Legco = CY = Paul Chan = Mini bunch of corrupted yes-men
The fact that Paul Chan still has his job shows that CY doesn't want to fire him because there's no one else who backs the mess that he still calls leadership.
I'm starting to feel that the people at Legco is just as corrupted as Paul Chan.........
Legco doesn't represent my vote
His remarks about using Country Parks for housing show he is ignorant and incompetent. His wife rents tiny sub divided cubicles in flats, her brother still stands to gain from ownership of the land. Too many question marks over this man and his family. Where else in the civilised world could such a person remain in office? Why does he? Because appointment to our administration is ruled by cronyism, lacks transparency and is unaccountable.
Well come on, this Chan guy is doing pro-Beijing government work. It is a thankless task but no doubt true to the revolutionary principles of The Late Chairman himself, and for that he should be rewarded with the ability to benefit personally from the decisions supposedly made in the public interest from his position in public office. I mean, his family are part of "the public", aren't they? His decisions benefit his family, and his family are part of the public, and hence ergo therefore, his decisions benefit the public. It's flawless logic that would stand up to any CCP judicial scrutiny, I'm sure. After all, it's one country and two-systems. One system for the regular suckers, and the other is for those who are in high places.
