Legco is holding back Hong Kong's development of entertainment industry, complains Allan Zeman

Hong Kong will lose out to other Chinese cities within five years at the current pace of development, entertainment mogul Allan Zeman has warned.

The chairman of Ocean Park and Lan Kwai Fong Holdings singled out the Legislative Council for criticism, complaining it was dragging its feet.

The city faces a major threat from Shanghai, Zeman said, where several big entertainment projects are due to be completed in the next three years.

"If Hong Kong moves on at this pace, we will lose out to other Chinese cities in five years' time," he said.

"The chief executive [Leung Chun-ying] does not have the support in the Legislative Council. Legco is blocking government legislation … it is filibustering on the budget bill. Everything is so slow." Lawmakers have submitted 1,917 amendments to the budget bill, which is likely to trigger a marathon debate running from next Wednesday until June at the earliest.

Zeman feels there is good reason for Hongkongers to worry about Shanghai. "There is a new Disneyland coming up in Shanghai in 2016 and it will be much bigger than Hong Kong's.

"We are building a new project named Dream Centre in Shanghai, which will be a media and cultural hub featuring a new DreamWorks animation studio and will include a Lan Kwai Fong.

"The total project size will be about 10 times that of Lan Kwai Fong in Hong Kong," said Zeman, who has also taken his brand to Chengdu , Haikou and Wuxi .

Acknowledging the grievances of Hongkongers at the influx of mainland tourists, he called on the government to study how to diversify tourism.

He said: "We have 18 districts and we can offer so much. We can also look into ways to control the influx of tourists."

While Zeman noted the unpopularity of the government, he defended Leung. He said: "CY is trying to do his best. People do not have their own homes so they blame mainlanders, saying they have grabbed all the resources.

"The reality is we have no land and when you propose to take out green land to build houses, the environmentalists go crazy."

Why can't the Hongkong so-called business establishment not come up with anything better than "if you don't build X for us quickly, you will fall behind other Chinese cities!"

The constant fear mongering on how we will loose out, on a relative basis, with other places is just ridiculous, tiring and unoriginal.

Really, we don't care if Shanghai get more visitors. Please, let Shanghai have more visitors, and us less. Perfect. Shanghai is much bigger (double the population of HK). There is quite frankly, not a single absolute measure I can think of that Hong Kong will not loose out in compared to Shanghai sooner or later.

How about the likes of Allan Ze Man start talking about actual tangible benefits his latest concoctions could bring to Hong Kong? And at what costs? At least such considerations would make for a half-decent public discussion about what a sensible direction for (tourism) policy would be. Mindless pursuit of bigger, better and keeping up with alleged competitors is not a good basis for policy decisions.

The Legco is a noxious combination of professional and merchant guilds plus a flock of crony capitalists, most of whom are being acquired, gradually, by like-minded Mainland interests.
Foot dragging, to put it kindly, is what groups like this do -- to preserve the power that they've got and decapitate all possible competition.
In the process they and the Chinese governors are working like Trojans to destroy most of what makes HK unique, competitive and attractive as a world beating city.
Sad. Just sad.

The idea that it's only environmentalists that go crazy at the idea of building in the CP is part of the problem ... I recently interviewed 15 people for a job at our company in Hk / non of them called themselves environmentalists but without exception they were all hikers. When there is no more land for housing then the cp's are an option / until then they should be left alone ...

Since he became somebody here in an official capacity, I observed Allan Zeman has lost his soul as typified by his calling people crazy for saving the green areas (country parks) in Hong Kong.

He has become skewed seeing success only in commercial and entertainment for Hong Kong.

The cross border exposure and investment have not convinced him that regional and cultural differences should be respected and encouraged to make life even more not less interesting.

The Chengdu’s Lan Kwai Fong is no Hong Kong’s Lan Kwai Fong. The spaciousness of the former is the antithesis of the ‘roomlessness’ of the latter. Each has its attraction despite the very loose use of a brand.

The lure of Lan Kwai Fong and Soho is not the size, but the the vibe. It's something that can't be recreated that easily in other cities. Zeman just happened to be in the right place at the right time. As another commenter mentioned, enjoy your house on the Peak, sir.

Hey, Mr Zeman is now a proud PRC national after having renounced his convenient Canadian citizenship a few years ago quite publicly. He's now only doing what's right...toe'ing the line and being a CCP sycophant for opportunities to open formulaic "entertainment" ventures in the Chinese hinterland
