Lawmakers will resume their first post-summer meeting tomorrow after a week's delay prompted by safety concerns over the mass sit-in at the government headquarters in Admiralty.

Special measures will be in place to ensure both government officials and lawmakers of all parties can safely enter the building on Tim Mei Avenue - a popular site for Occupy protesters.

That will include clearing the way for car access to the premises and allowing only 10 people into the public gallery to view the proceedings. Lawmakers will also have to notify the secretariat of their visitor lists one day ahead of the meeting.

Legislative Council president Jasper Tsang Yok-sing noted that one of the discussion topics was likely to be about government and police handling of the protests - including the use of tear gas - which pan-democrats planned to table tomorrow.

"[The government officials and lawmakers] would have to go through the crowd … which would be loaded with emotion because of the nature of the [Legco] debate," Tsang said.

"There's a very high risk of … disorder and we want to avoid or minimise this happening."
